Three years ago, Los Angeles went into lockdown due to the COVID-19 pandemic. Now, cities like L.A. are struggling to hold on to pandemic-era transportation and infrastructure changes, like sidewalk dining and slow streets, while managing escalating demand for curb space from rideshare and delivery.

At Curbivore, a conference dedicated to “commerce at the curb” held earlier this month in downtown Los Angeles, the topic was “Grading on a Curb: The State of our Streets & Cities in 2023,” a panel moderated by Drew Grant, editorial director for dot.LA.

Last year, the city of Los Angeles approved a new bus shelter contract with Tranzito-Vector after a 20-year contract that shorted the city over 600 bus shelters and $70 million in advertising revenue. According to a 2012 audit by the city controller, the last contract failed because of a combination of NIMBYism and bureaucratic red tape.

Now, L.A. — the city that puts its cars and their drivers above all else— has an opportunity to prioritize bus riders, and by extension, promote racial and social equity. As the contract wends its way through city hall, delayed by bureaucracy once again, questions remain about whether the city can meet its goals.

What’s the big deal about bus shelters?

The unassuming pieces of street furniture took center stage at a joint meeting of the Los Angeles City Council’s Public Works and Budget and Finance committees Wednesday. At issue: new, expanded high-tech features, digital ads and an accelerated schedule for building bus shelters that have been thwarted over the last 20 years by what some advocates consider excessive NIMBYism.
